I dont see a real issue based on that.

What problems are you experiencing?

I experience slow down after 11:00 pm every night. During the day and afternoon, it runs flawless, but at night it slows down majorily (as experienced with playing COD 4 and surfing the web). Not sure why it does that.

I have cable modem through Time Warner.

Irregular and high ping times at hop 3. Perhaps your ISP is doing some maintenance work?

Check with your ISP tech support to complain about the problem, see whether they do maintenance work or upgrade. I faced this problem before, and I found out the ISP was doing maintenance after checking with ISP tech support. I told them to better have redundant machines/hardware to serve end users when they do the maintenance, so that won't affect the network performance obviously.
