Great site, couldn't believe the information on it..keep it up! Hopefully you can help me get my connection to work right.

1. cable modem
2. Road Runner (due not know package due to im getting it from my apartment complex)

Also: it slows down during mid-morning till early evening due to high traffic times

Try the following with TCP Optimizer:

General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU 1500
TTL - 64
TCP Receive Window - 128480
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2
TCP 1323 Options:
Windows Scaling - checked
Timestamps - uncheck

Advanced Settings tab:
Max Connections per Server - 10
Max Connections per 1.0 Server - 20
LocalPriority - 1
Host Priority - 1
DNSPriority - 1
NetbtPriority - 1
Lan Browsing speedup - optimized
QoS: NonBestEffortLimit - 0
ToS: DisableUserTOSSetting - 0
ToS: DefaultTOSValue - 80
MaxNegativeCacheTtl - 0
NetFailureCacheTime - 0
NegativeSOACache Time - 0
LAN Request Buffer Size - 32768
Then select "Apply Changes" and reboot to take effect

Use the TCP Optimizer settings suggested by Trogers and try TCP Receive Window - 64240

I suggest you call your ISP and find out the speed which you paid ISP to give you.

Uneven ping times at the modem. Clean registry with CCleaner and scan for malware.

That could be because i tested two different servers. Not sure. I tested the same server and your right the Pings are off(below). Im gonna conatact my ISP to find out the package for the Apartment Complex. Once i get that maybe eveyrone can offer me some advice. It would be greatly appreciated.

Are you subscribing 8-10 mbps line ? If so, set TCP Receive Window - 256960.

Then Clean your Registry with Ccleaner as Trogers suggestion

What this means is that your apartment complex subscribed to RR for a line that is then shared among multiple users. Then you will not be able to get the full speed of this line as some form of bandwidth allocation would be in place to enforce equal sharing.

Try the following with TCP Optimizer:

TCP Receive Window - 32120
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
