Question about high latency

Do these two errors contribute anything to high latency spikes?

Tcpip (Event 4226) - TCP/IP has reached the security limit imposed on the number of concurrent TCP connect attempts.

MrxSmb (Event 8003) - The master browser has received a server announcement from the computer MY-OPM0AMX029BL that believes that it is the master browser for the domain on transport NetBT_Tcpip_{23F9C9B9-8A0. The master browser is stopping or an election is being forced.

What causes them and how do I fix them? (Or are they not problematic at all?)

EDIT: Could the network card be bad? Just really angry that I cant find the problem as to why my internet lag spikes every minute. I want to avoid buying a new computer if at all possible. Any suggestions appreciated.

I would go out and buy a new hard disk and make it my primary hard disk (C:\>) and load my XP and applications into it. The old hard disk will be connected as slave (D:\>) and I will transfer all wanted data to C:\>

Then do a hard reformat of D:\> and transfer data from C:\>: back to D:\>.

Yes, seems to me to be so. some nasty malware that goes to the root of your OS.

So... If it is rooted to my OS couldn't I just restore Windows XP? And can malware just mess with the latency, because that's all that seems to be wrong. (My computer itself runs fast, the connection is just sluggish)

Some malwares are rootkits that goes deep into the OS and attached itself to multiple registry entries. If you are a security expert, you have to check through the registry entries line by line to manually remove it with a rookit unhooker or removal program.

That's too much work and a mistake can cause problem in the OS. I prefer to do a hard format to clean up the hard disk and reinstall the OS. But if I have much data that I want to keep, I buy a new hard disk as suggested earlier.
