I seem to be missing something, I cannot get the TCP Window (or the IP ToS) to change manually or with TCPOptimizer

My ISP is Earthlink Cable and I believe it is a 7MBs connection

First try using WinSockFix to revert settings to Windows Default:

After reboot, post a new TCP Analyzer report. Using XP SP2?

Yes, the opertaing system is XP SP2.

Try the following with TCP Optimizer:

General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU 1500
TTL - 64
TCP Receive Window - 256960
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2
TCP 1323 Options:
Windows Scaling - checked
Timestamps - uncheck

Advanced Settings tab:
Max Connections per Server - 10
Max Connections per 1.0 Server - 20
LocalPriority - 1
Host Priority - 1
DNSPriority - 1
NetbtPriority - 1
Lan Browsing speedup - optimized
QoS: NonBestEffortLimit - 0
ToS: DisableUserTOSSetting - 0
ToS: DefaultTOSValue - 0
MaxNegativeCacheTtl - 0
NetFailureCacheTime - 0
NegativeSOACache Time - 0
LAN Request Buffer Size - 32768
Then select "Apply Changes" and reboot to take effect

After reboot, post a new TCP Analyzer report.

My speeds have drastically increased but I have two questions:
1) Why does my TCP Window post as NOT multiple of MSS
2) Is IP ToS dictated by the ISP

Rerun the settings I gave and ensure TCP Receive Window is set to 256960.

Still no change with the TCP Window, which is the main reason for this post... it seems like I'm missing something, I just can't figure what it may be.

Download Cablenut from this link : www.cablenut.com

Run Cablenut and enter the following fields only while leaving all other fields a blank or at existing values:

DefaultReceiveWindow - 256960
DefaultSendWindow - 65536

Save and click apply, and then reboot comp and post a new TCP Analyzer report.

Your ISP's router probably does not accept ToS settings.

Some ISPs have networks that do not accept ToS settings and a few may cause connection problems if a value other than zero is used.

The TCP setting in your registry is not behaving normally, since TCP Optimizer and WinSockFix cannot adjust its TCP Window.

I used Cablenut's DefaultReceiveWindow as this field overrides TCP Window for comps running on XP SP2.

I suggest you leave your settings as they are since they have been tweaked and you are getting 7 mbps.
