To make a long story short I have Verizon Fios 15 download / 2 upload service. The last 3 weeks the internet has been slow, around a 5 download/ 1.3 upload. Fios said its because of my rwin? Whatever that means. He said it should be up toward 500,000 and he showed me that I was at 65700. I have no idea how to change this. I have Windows Vista 32bit as my operating system. I downloaded the optimizer and its like me reading chinese, its not happenin for me. Someone please help me out!
Also here is a message I get when I run the analyzer
"RWIN is not fully optimized (even though it is a comparatively large number). The unscaled RWIN value is lower than it should be. Also, RWIN being close to and above 65535 does not justify the header overhead of enabling TCP 1323 Options. You might want to use one of the recommended RWIN values below."
If someone could take me step by step on how to fix this, I would really appreciate it!

TCP Optimizer cannot tweak Vista as it has an auto-tuning function.
Post your TCP Analyzer to see if this function is enabled.

I dont get it at all. I am not the computer guy, which is why im comming here. I have no idea how to fix this. Do you think its my RWIN if only my internet spikes between 7-1030? Its Fios I know it shouldnt be doing that.

When ping times vary excessively, problem may be in signal quality.
Do a tracert to www.yahoo.com and post.
To do a tracert, click 'Start' and then 'Run'. Type "cmd" into the box and click 'ok'.
A DOS black screen will appear. Type after the C:\>
tracert www.yahoo.com
and press enter key
When test is completed, move mouse cursor to the DOS black screen, click right and choose 'select all'.
Move mouse cursor to the Quick Reply box of this forum, click right and 'paste'.

Some irregular ping times at your modem in hop 2.
It may be reacting to electromagnetic interference from some nearby electrical device. Turn power off and isolate your modem.
Hop 4 seems to have rather high ping times but it may be outside the network of your ISP.
Do another tracert, after relocating your modem, but to www.yahoo.com and see if your signal still passes through 130.81.29.124.
