I just wanted to mention that my internet downstream speed changes during the time. I have 6MBit in daytime and in night my cable-modem automaticly switches to 10Mbit.
What in that case will be the most apropriate settings for me ?

Yes, it does matter. TCP Window value has to be selected to cover bandwidth and latency, and latency depends on surfing from originating country to which other country most often.
Try the following with TCP Optimizer:
General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU 1500
TTL - 64
TCP Receive Window - 513920
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2
TCP 1323 Options:
Windows Scaling - checked
Timestamps - uncheck
Advanced Settings tab:
Max Connections per Server - 10
Max Connections per 1.0 Server - 20
LocalPriority - 1
Host Priority - 1
DNSPriority - 1
NetbtPriority - 1
Lan Browsing speedup - optimized
QoS: NonBestEffortLimit - 0
ToS: DisableUserTOSSetting - 0
ToS: DefaultTOSValue - 80
MaxNegativeCacheTtl - 0

Then select "Apply Changes" and reboot to take effect
After reboot, test speed at this link using the recommended test server:

Uneven pings at your modem in hop 1. You do not use a router.
Scan your comp for spyware with SpyBot, Ad-Aware 2007 and a-Squared Free. And clean your registry with CCleaner.
Mate, im professional in this stuff :)
I have never used any routers, and my computer is spyware and virus free
I scanned it last monday with Spybot/NOD32/Ad-Aware. Nothing was found.

Around the time when its so bad like on pictures.
I used to get despite the late or early hour aproximately 5800-6100kb/sec from the locations above
What now ?

The other cause for uneven ping times at the modem is electromagnetic interference, from some nearby electrical device or coiled up power or signal cables.
