My service is supposed to be running at 3Mbps, but my connection speed is severely lacking. My download speeds average anywhere from 4 to 15 kilobytes. The modem is hooked up to a router right now, but even when the modem is directly connected to the computer, the speeds are the same. Here is my TCP/IP Analyzer log...

Then select "Apply Changes" and reboot to take effect
No effect. I've turned off all my security software, configured the Optimzer, and Windows firewall is off right now, as well. Also, my friend brought his laptop over and the dsl has been doing just fine on it. My OS is WinXP Home SP2. The upload speed is apparently running at normal speeds (512kbps) as well.
Obviously it's not a problem with the service, just with the computer. I've even gone through the process of scanning with HijackThis see if there is any kind of malware or hijackers that could be causing a problem. Here's my hijackthis log:

Post a new TCP Analyzer report to check if your TCP Window is set to 64240.
Do a tracert to www,yahoo.com and post.
To do a tracert, click 'Start' and then 'Run'. Type "cmd" into the box and click 'ok'.
A DOS black screen will appear. Type after the C:\>
tracert www.yahoo.com
and press enter key
When test is completed, move mouse cursor to the DOS black screen, click right and choose 'select all'.
Move mouse cursor to the Quick Reply box of this forum, click right and 'paste'.

TCP Window is set correctly at 63888.
Default ToS value is wrong. It should be 80.
Hop 2 shows a router IP address, meaning your line is double NAT (2 routers connected back to back). This is the cause for your slow speed.
To correct the problem, log into your modem and set it into bridge mode so that its router function is turned off. Then log into your router and rerun its setup so that it will connect to the modem through a WAN connection.
