Hi, I'm looking to tweak my internet connection.
Type of internet: Cable
Shaw High Speed, 5 Mb download, 512 Kb upload
Windows XP

Do the following with TCP Analyzer:
General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU 1500
TTL - 64
TCP Receive Window - 128480
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2
TCP 1323 Options:
Windows Scaling - checked
Timestamps - uncheck
Advanced Settings tab:
Max Connections per Server - 10
Max Connections per 1.0 Server - 20
LocalPriority - 1
Host Priority - 1
DNSPriority - 1
NetbtPriority - 1
Lan Browsing speedup - optimized
QoS: NonBestEffortLimit - 0
ToS: DisableUserTOSSetting - 0
ToS: DefaultTOSValue - 80

Then select "Apply Changes" and reboot to take effect

Wow, my internet speed has changed! Thanks for the help!

Ok, my download rate goes down to 3500 sometimes now. When I use CCleaner, the download rate is back to around 4600.
Is that normal?

No it is not normal. You probably has some running software with built-in spyware that is leeching part of your bandwidth and its registry entry is being removed by CCleaner, but which is reinstated when the software runs.
Try scanning with a-Squared Free:

The program worked and my internet is back to normal now.
But, it also found tracking cookies. Usually, my AVG Anti-Spyware,Ad-Aware, or Spybot would catch these cookies. All of these scanners don't seem to be finding any infections anymore even after I update them.
When I got the a-squared that you suggested, it found a lot of infections. My AVG Anti-Spyware also found a lot of infections when I first installed it, yet now it doesn't find anything. Why can't my old programs find anything infected anymore? I'm just curious why the programs are like this.

I do not have an answer for you except that it is better to scan with several anti-spyware programs as some will miss certain types of spywares and others may detect them. Now the latest type of spyware are rootkits which are getting harder to detect.
