Help me tweak my connection, sometimes I get some instability during online playing, even though my tracert looks good

Also what do stars in hop 3 mean? My advertised speed supposed to be
5000/384 kbps, but I get 6700/500kbps on different speed tests.

The timed out at hop 3 points to a possible loose wiring or connector, or moisture ingress in the connection line between your modem and the ISP switch.
Your comp has not been tweaked.
Do the following with TCP Analyzer:
General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU 1500
TTL - 64
TCP Receive Window - 64240
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2
TCP 1323 Options:
Windows Scaling - uncheck
Timestamps - uncheck
Advanced Settings tab:
Max Connections per Server - 10
Max Connections per 1.0 Server - 20
LocalPriority - 1
Host Priority - 1
DNSPriority - 1
NetbtPriority - 1
Lan Browsing speedup - optimized
QoS: NonBestEffortLimit - 0
ToS: DisableUserTOSSetting - 0
ToS: DefaultTOSValue - 80
MaxNegativeCacheTtl - 0

Then select "Apply Changes" and reboot to take effect

Yes, you are probably getting packet losses at hop 3, along the connection line between your modem and the ISP switch.
You can confirm it using this PingPlotter freeware:
http://www.pingplotter.com/download.html
Do a physical check on the wiring and connectors within your house to see if the fault is there. If none is found, you need to get your ISP to check the line to their switch.
So I addressed my issue to my isp and here what I've got:
"We have examined the trace route that you have sent us and the problems you are experiencing do not originate from our network. We have also looked at your entire network segment as well as your modem levels and did not find any performance issues at this current time. The Rogers Yahoo! Hi Speed Network is only one of many smaller networks that make up the worldwide Internet. Because of this, we cannot guarantee the performance of any network/Internet hardware or points of transfer external to our own network. We are committed to providing the best possible service to our subscribers. Thank you once again for sending us the trace route and IP information."
Also when they asked me to perform couple tests for them with router disconnected, they said the following:
"In researching the trace route results that you have sent us, we were
able to identify that the first hop with IP address 10.9.240.1 is not a
Rogers valid IP. However, if your system has obtained an IP address of
74.122.xxx.xx, then your first hop must be through this IP prefix
(74.x.x.x).
However, please rerun the tests that you have already performed, but
make sure there are no other devices that are connected in between your
computer and the modem (eg. Router, switches, hubs)."
What that might mean? Do I have to configure something on my pc? Where that ip 10.9.240.1 comes from?

P.S. The stars also come from rogers ip which obvious from the address next to it. Why is that they said everything seems o.k.?

This IP address belongs to your modem.
These are the range of private addresses that are commonly used by routers and modems for LAN configuration:
192.168.0.0 to 192.168.255.255
172.16.0.0 to 172.31.255.255
10.0.0.0 to 10.255.255.255
