Please help - Very slow ADSL speed

Can anyone offer some advice please.
I am paying for upto 16Mb and can not even get 1Mb!!
I am using a netgear DG834GT wireless router with a Netgear WG111 wireless adapter.
I have tried a few ISP's and today was connected through SKY (up to 16mb speed).
My router connection is showing as approx 8mb but I am still only getting approx 980kbps download speeds and approx 230 kbps upload speed when performing a speed test on http://speedtest.net
When I go into the router setting and check the connection is advises I have an 8mb connection!!
I only live approx 700 meters from the BT exchange so why is my speed so slow?..
Quite a few ISP's have advised that my line should get between 8-16 MB!!
Is this a TCP/IP settings issue?..If so, what do I need to do?

Any advice would be greatly appreciated

The cause for slow speed could be a possible combination of a few factors: wrong RWIN setting, bad signal quality and bad wireless reception.

To tweak, we need to first eliminate wireless as a factor by connecting the comp to the NetGear router by ethernet cable.

Then, post your TCP Analyzer report.

I tried connecting the laptop directly to the router using the ethernet cable and had the same speed issues. I downloaded the TCP/IP Analyzer and tried the optimal settings. It asked me to amend the MTU to 1480 which I did and now can only get download speeds of 400-500 kbps. I then amended the MTU to 1472 and got 1800 kbps download speeds but this is the fastest I can get (have tried various other values).
As I am running XP, does the RWIN automatically amend itself to the MTU you have set?..
The signal strength between the wireless adapter and the router is 11mbps , line attenuation is 21db and I live 770 meters from the exchange

I am seriously considering cancelling my full sky package at this stage (including tv) unless I can sort this in the next 2 days.

Any further info would be great.

Seems your ISP is offering cable internet. MTU should then be 1500.

If you use the wrong MTU, RWIN may not be a multiple of MSS.

Post your TCP Analyzer report so that we may suggest some custom settings for TCP Optimizer.

Also, do a tracert to www.yahoo.com and post. We need to also check on signal quality.
