I have been having extremely slow interent in a university dorm with a t1 connection.
I have a 3 month old HP dv9000 laptop, windows vista, 1.6ghz amd turion dual-core, 2gb ram, 160gb hardrive
the first time i ran the TCP test (from http://nitro.ucsc.edu/) it ran a complete test, but when i ran it again i've been getting protocol errors

------ Web100 Detailed Analysis ------
10 Mbps Ethernet link found.
Link set to Full Duplex mode
Information: throughput is limited by other network traffic.
Good network cable(s) found
Normal duplex operation found.
Web100 reports the Round trip time = 3020.0 msec; the Packet size = 1380 Bytes; and
No packet loss was observed.
C2S throughput test: Packet queuing detected: 57.46%
S2C throughput test: Packet queuing detected: 86.32%
This connection is receiver limited 60.62% of the time.
Increasing the the client's receive buffer (16.0 KB) will improve performance
This connection is network limited 39.19% of the time.
Web100 reports TCP negotiated the optional Performance Settings to:
RFC 2018 Selective Acknowledgment: OFF
RFC 896 Nagle Algorithm: ON
RFC 3168 Explicit Congestion Notification: OFF
RFC 1323 Time Stamping: OFF
RFC 1323 Window Scaling: OFF
Server 'nitro.ucsc.edu' is not behind a firewall. [Connection to the ephemeral port was successful]
Client is probably behind a firewall. [Connection to the ephemeral port failed]
Information: Network Middlebox is modifying MSS variable
Server IP addresses are preserved End-to-End
Client IP addresses are preserved End-to-End

as you can see the speeds are very slow.
what do i need to do to fix the errors? and then with a complete test i'm sure there'll be more troubleshooting...
