Use the same custom setting with the following change:
TCP Receive Window - 513920

Down: 17934 kb/s Up: 3203 kb/s
Slight improvement. Doing these tests 5 times each by the way, not just once.

That is almost 90% of your subscribed speed, which is about the best you can get as the balance 10% are used by packet overheads.
Try further testing with TCP Receive Window at 256960 and 513920 under differing traffic conditions and see which gives a more stable speed.

I found that this works the best for Fios 20mb service. Your test on speedguide will be about 18.5-19mb, If you test from Verizons site witch is best because it tests with a large enough packet then you will see 20mb or a little over. My buddy is a Verizon tech and I told him how the Verizon router software is not setting the TCP right and he said that he would let the big wigs know.
Try the following with TCP Optimizer:
General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU 1500
TTL - 64
TCP Receive Window - 1027840
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2
TCP 1323 Options:
Windows Scaling - checked
Timestamps - uncheck
Advanced Settings tab:
Max Connections per Server - 32
Max Connections per 1.0 Server - 32
LocalPriority - 1
Host Priority - 1
DNSPriority - 1
NetbtPriority - 1

Setting these higher than 10 and 20 may cause IE to crash.

I was haveing a problem with slow browsing in IE so I played around and thats what worked the best for me. You know allot more than I do about this stuff however everything is working good for me with those settings.

Could there be something wrong with my PC? If I change the settings back to 10 and 20 it is so dog slow its ridiculous and the pages load incorrectly sometimes however downloading speed is OK. I'm wondering if there isn't a major malfunction with my ram or what? I would love to fix it so my PC is not banging away at the web sites. I have no spy-ware that I can find and use the registry cleaner often, CCleaner.

Use WinSockFix to revert to Windows default and then run TCP Optimizer again.

That fixed it. Thank you Trogers, Once again you are right on the money. Whats your opinion with all the Fiber lines being cut in the Med and Indian Ocean areas? Do you think someone is cutting them deliberately. I figured I would get your opinion on the matter because you know allot about them and tons of people are asking that question on other forums.
