what windows version do you have ? Are you using any internet connection sharing software ,or virtual private networking?

What type of connection you have cable dsl ?

What speed did you pay your ISP to give you? It is highly unlikely an XP can give you a test speed of 33.5 mbps when RWIN is only 1456.

It's a university network and it keeps putting my MTU at 1420 instaed of 1500. i dont have any. I am on windows xp.

Then the speed test result is the speed of your University's network and not your computer.

Do this test and when test is completed, click the 'More Details...' button and post the pop-up report:
