I hope someone can help as I've tried everything I know (which isn't that much to be truthful!)
I have a 10MB broadband connection with Virgin/NTL in the UK however I can only ever download at around 70kb/s. This is backed up when I perform a speed test.
My TCP/IP analyser and tracert results are below:

any help would be most appreciated!
One other thing - I'm not sure it's a PC issue as I connected to a seperate wireless network seperately and that worked at the expected speeds of over 600k+/s
Also, I've plugged this modem in through the ethernet cable and via USB and I get the same low speeds mentioned above.
Any help would be appreciated.

Your ping times at hop 2 are higher than hop 3 and irregular. There could be a wiring problem from modem to the ISP's box outside your home, or a defective splitter.
Try the following with TCP Optimizer:
General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU 1500
TTL - 64
TCP Receive Window - 256960
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2

Timestamps - uncheck
Advanced Settings tab:
Max Connections per Server - 10

Then select "Apply Changes" and reboot to take effect
After reboot, test your speed at this link using the recommended test server:

Was there a mistake? Did you pay your ISP to give you a 10 mbps or a 1 mbps line? What upload speed is your ISP giving you?

Definitely 10MB. Upload should be 512kb.

Seems your connection has packet losses. Try testing with another modem to see if speed is still low. If yes, contact your ISP to check your line and find out why both your download and upload speeds are capped.
