Try the following with TCP Optimizer:

General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU 1500
TTL - 64
TCP Receive Window - 513920
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2
TCP 1323 Options:
Windows Scaling - checked
Timestamps - uncheck

Advanced Settings tab:
Max Connections per Server - 10
Max Connections per 1.0 Server - 20
LocalPriority - 1
Host Priority - 1
DNSPriority - 1
NetbtPriority - 1
Lan Browsing speedup - optimized
QoS: NonBestEffortLimit - 0
ToS: DisableUserTOSSetting - 0
ToS: DefaultTOSValue - 96
MaxNegativeCacheTtl - 0

Then select "Apply Changes" and reboot to take effect

is that ok? i play games like warcraft3 and connect to malaysia thru private server...the game don't have a delay last time but few month before the connection sux esp at night....is it my problem?

Download speed looks good but the upload should be near to 900 kbps if I am right to assume StarHub is giving you 12/1 mbps.

Scan for possible spyware/malware using Lavasoft Ad-Aware and SpyBot. You can Google for them.

To check the reason for unstable ping times, do a tracert to your game server to see which hops give irregular ping times.

ok...i have already scan and remove detected spyware/adware
got to watch and see will it be stable now....oh ya...the connection not only to the game...when it sux..even watching a video from yahoo or youtube take extremely slow time....1 more question...if i use a router(berklin)...do i nid to set up anything?(didnt always use)

You should use a router as it provides you a good hardware firewall.

After setting up the router, you will need to set your comp with a Static LAN IP address and do port forwarding of your router for your games.

This is from the custom setting I gave to you.

MTU 1500
TTL - 64
TCP Receive Window - 513920

Note that I have used MTU and TCP Receive Window as recommended by the TCP Analyzer. So after you set your router, do another TCP Analyzer report to check if your MTU changes. I do not expect it to change and no further changes will be required to TCP Window.

I do not know if this link with its latest firmware is suitable to StarHub's system. Apparently, Belkin does not have support for specific countries, unlike DLink:

This tracert was done without your router.

What brand and model is your modem? Seems it may already has a built-in router. Make sure your modem is placed a few feet away from any other electrical devices to avoid being affected by electromagnetic interference.

the tracert wasnt like that before...last time i can tracert www.starhub.com without time out....and it's motorola model sb5101

The timed out from hop 8 is probably caused by an intermediate router of StarHub that does not respond to pings. What is of interest are the irregular ping times at hop 1 and 2, or hop 1-3 if you have a router.

Irregular ping times may be caused by electromagnetic interference or an outdated firmware in your signal device.

The MTU 1432 that you get is probably due to a setting in your router. Log into your router and see if MTU is set to 1500 (for cable). If it is, then its firmware needs to be updated.

MTU or MRU is usually under "WAN" setting - 'Internet WAN' - 'Connection Type?
