When I install Spysweeper each time I reboot it thinks the disk is dirty and it does a Scandisk on each reboot. If I uninstall it, then it boots as normal. I dunno why this is happening, its a brand new windows install XPsp2 Windows Home edition and I only have Avast running. Its on a dell machine and there is nothing wrong with the HDD as I ran HDD Regenerator and WD Lifeguard tools
Any clues?

I haven't seen Spy Sweeper cause this but when you formatted did you do a quick format or normal? You can always make sure your filesystem is clean by booting into the Recovery Console and running a thorough check disk.

I did a thorough format and I did a recovery console chkdsk /r . I uninstalled the Spysweeper did a "fsutil dirty query c:" from the command prompt and the drive said c: was not dirty. Reinstalled spysweeper and did the same command and it said drive c: is dirty
Driving me nuts.

Well then it does seem directly related to SpySweeper, I use it for some clients and have never seen this. I would suggest contacting Webroot's tech support, they are usually pretty good.
