I can't Solve this network issue. Anyone please give me a idea

I have the following which I am finding very diffcult to solve please give your ideas so that I can solve. The problem detail is as follows

My companies USA branch is unable to access a data server from there. The server is connected to sentry named firewall. So I though it is a problem related to sentry blocking the communication but when connected the server directly to NTT(outside connection) terminal bypassing firewall still USA branch is unable to connect. The server is in our office at Japan
The USA person is reporting following error
I just tried to FTP, ping, and remote desktop connect to 221.184.238.48:10583
But was unable to connect,
So can you give my any soln

Need lots more information here....

Assuming that you have some router to router VPN tunnel that you're attempting to establish between the two sites? Or is this server published through the firewall of the main site?

Can anyone else access this server?

If appears you are not listening for FTP or Remote Desktop. Maybe try turning the service/daemon on.
