compared to the suggested RWINs,17520 seems a bit small.

our connection is supposed to be a 384dn/128 up. Charter pipeline.

Use the BDP formula to check for an appropriate RWIN:

RWIN = Bandwidth x Max. Latency divided by 8 = 384 x 170 / 8 = 8160

Normal Latency for users in the US is 90-130ms.

So max latency = ave latency x 1.5 = 110 x 1.5 = 170ms

The recommended RWIN values in TCP Analyzer are for 3 mbps bandwidth or more when max latency is 170ms.

What speed are you getting? You can try lowering your RWIN to 8760 (MSS x 6) and see if that will help your speed.
