Personal web server is included with the FULL download of Internet Explorer. If you didn't download that as a part of IE, you may get it at Windows Update website.

I don't much (anything) about winme, but if you are wanting to install personal web server, I do know that it can be added in win98 by going to
start>settings>control panel>add/remove programs>windows setup>internet tools
make sure personal web server is checked. if it isn't, check it, click ok and have your win98 cd ready.
