All the e-mail for full Outlook..including all your see in your folders..contact list, etc..is stored in a PST file. You can copy it manually...or do through an export function.
Default location is a hidden folder such as C:\Documents and Settings\<username>\Local Settings\Application Data\Microsoft\Outlook

Another easy way of doing so is to use the Outlook 2003 Add-in: Personal Folders Backup (http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=8b081f3a-b7d0-4b16-b8af-5a6322f4fd01).

You can backup and restore your WPA files if reinstalling XP on the same system (hardware). It's 2x files, wpa.bak and wpa.dbl..that live in the %systemroot%\system32 directory
Copy them to something like a floppy, USB drive, second partition, etc
Then on the new install, reboot into safe mode, rename existing files, and copy these two into the same location.
However...even though that only takes a few seconds...I find it takes even less effort simply to register the OS again.

Unless the site is down, which seems to happen every now and then
Then ya gotta do the phone thing.
