Question on who is tools?

This other forum I goto was being hacked when the mod gave me the ip I did a who is. That mod said the ip changed a few times now if the attacker is on proxy wouldn't ip address come back saying proxy or no on a who is look up?

As far as I know, most proxies won't let themselves be ID'd.
