Limit download for network user

Hello.
I`m interesting for a program or Windows option to limit download for users of network for internet. but to not make limitation on LAN thats mean exchange infromation between computers

You want to limit the bandwidth available for each user individually? So for example you would want to allow every user to have up to 1MBps downloads from the internet and the full 100MBps LAN?

I can't think of a way to easily do that..with TCP only. However..you could strangle TCP with a program such as Netlimiter..then use a different protocol for your LAN..such as NetBEUI. This only working if you have a peer to peer network.

Is this a business network? Domain controller present?

yes we have to domain. one domain it have thirteen computers the other one 75 computers.
