We will need some more information here to be of any help.

Are there actually any other computers in your network, or is it a standalone computer?
Is this a workgroup or domain?
How is everything connected, router, switch, hub?
Do all of the PCs involves have IPs in the same range?

More info needed...

What runs DHCP on the network, anything?
What protocols being used?
What OS is each PC?

Are your computers behind a router? What is controlling IP addressing? This is important to know.

On the XP firewall..set file and print sharing in the exceptions

TCP/IP properties, advanced button, WINS tab, flip radio button to "Enable NetBIOS over TCP/IP".....windows is supposed to figure it out automatically...but this doesn't always work on peer to peer networks.

It is very important that the IPs are in the same subnet. This means that they should all look like 192.168.1.xxx, for most small home networks anyway. Most importantly is that all of the network bits should match exactly.

So if you look at the IP and subnet mask information and get:
IP: 192.168.1.100
Subnet Mask: 255.255.255.0

Then all of the octets where there is a 255 in the subnet mask should be the same on all of your network gear for it to communicate.

Also as mentioned is there a router? What is giving out IP addresses? Is there an internet connection on any of the PCs? What are the IP addresses of each computer?

What would be very helpful too is if you could go to each OC and do the following:

Start...Run...type in cmd and hit enter.
In the prompt that pops up type in ipconfig /all and hit enter

Then copy the results here so we can see what is happening on your netwrok.
