USB Speed Tweaking?

Is there a way to tweak how fast your USB ports send and recieve? Right now I have my new cable modem going to a USB port and the best download I get is 13k a second, and 50 pings in games.

There has to be some way to get more power out of this modem, I know it....

Do you have a USB modem or USB network adapter coupled w/ an Ehternet modem?

Anything under 60ms is great.
