I use Winzip 8 to extract them manually. The cabs that they refer to are compressed installation files. If you have a Windows 95 cd-rom, they are in the directory called Win95. Same pattern for Windows 98, in the Win98 directory of the cd-rom, be it full blown version, or the upgrade version, it's the same exact files. You can actually do a full install from the upgrade cd with a trick.

If you have an OEM computer, meaning prebuilt such as a Compaq, HP, etc, they are most likely in a directory on your hard drive called C:\Windows\Options\Cabs. Just do a search for *.cab, if they are on your hard drive, that will show you where they are. You will see Base#.cab, Driver#.cab, net#.cab, Win98_#.cab where # is a number from 1 to 84 or something like that.

Just find the current files already on yoru hard drive they want you to replace, make a backup copy of them in some directory that you make, then extract the new ones from the cabs using Winzip or your favorite uncompressing software.
