Ctrl-AltDelete and stop everything but explorer before you defrag. Especially any antivirus and firewall programs.
Or you can run defrag in the "Safe Mode". This will be faster, being the minimal amount of drivers will be loaded in Safe Mode. Give it shot!

This is only my opinion, so don't get your panties in a ruffle!

Well you could try putting the files where they belong this might help. Depending on what you moved around, I really can't say. Are they software programs or are they window files? If they are software just uninstall them if possible. Then reinstall them. If they are window files they must be moved back to where they belong. The only other thing I can think of is to reformat and restore windows. But before you go to this lengh try what I just stated and see if that helps.
hey storm! i did that b4! i restore all the file back in windows/system .. but ..should i put em back in there? i think put put some file in windows/system that should not be in there!

If you know wich ones don't belong in the system file. Remove them and put them in windows or where ever they belong. The ones that belong in the system file leave there. Hope this helps. If it don't and you are still haveing proublems that are bad enough to shut the system down or mess everything up. You might have to reformat and restore windows in order for it work right.
BMED hit the nail on the head -- always run ScanDisk and Defrag in Safe Mode. Otherwise, it may stop very often and not continue without user intervention. It will run a lot faster as well in Safe Mode just because of all the extra resources.
