VPI/VCI problem ? The Modem may sync, but if the VPI/VCI is set incorrectly in the 3Com modem for your ISP, your symptoms sound correct for that possibility.

Ask your ISP for the correct setting and ensure they are set in the 3Com HTH

Do you know what make and model number modem twlakes.net sell it's customers? Looked up your ISP, WoW a Mom and PoP Telco. Some of those small Telcos set up their system to only use their modems. A little extra revenue for them.
