Let me present this problem for you to ponder with. I have a system that is timing out quite a bit with the cable connection. However, the modem is not the problem. The modem has been swapped and verified good with a laptop. Still getting slow/no connection on machine. Nuked the winsock, replaced the nic, the cat5 cable, changed to a different pci slot, still same thing. I'm 99% sure it's windows related, but unsure at this point what to try. Any suggestions short of reformatting/reloading windows?

Well since you said no to reformatting/reloading windows. I assume you have done that. If not start backing up.

Anyway have you tried removing other devices such as the sound card, modem. If possible turning off a IRQ assignment in Bios, for the video card if possible on that MB. So that the only thing left is the network card set in bios. Been running into this allot lately. This may narrow it down.
It won't stop the problem by turning it off in the Windows hardware manager. Esp when the bios sets the hardware initially. Plus I assume you already looked at hardware in Windows.
Well its a start.

Note: ponder with 2 minutes just seen this two many times esp. on MB with big shared resoures.

Well My son nowhas a similar problem and I traced it back to his uninstalling AOL 6 and reinstalling it again.Since that point the connection will time out all the time and I have to reboot to get it back.
My suggestion is to get a second hard drive ;install windose and only the NIC card;and use it as a test.It's good to have a fresh install of windows handy.
