how do i open my emule ports?

i have a Alcatel modem and a Dynamode SW 8 ports switch, and i'm getting a low ID when i oponing my emule, so if anyone can guide me how to open them it'd be great...

Having a PLAIN Broadband modem, I believe it might not interfere with the open ports, as no firewall solution is integrated (at least of my knowledge).

Check in this order:
1) Windows firewall or another 3rd party firewall blocking the ports?
2) ISP blocks those ports? Try others!
3) Does your ISP give you a Public IP? There's no other choice than paying for a Public IP or hire a HTTP tunneling service. How about changing of ISP?
