2+ second stall detected

I ran a test recently and the only real problem shown was a "2+ second stall detected." Any recommendations on fixing this?

Which test and what is "2+ second stall detected"?

Been away for awhile. The test was Tweak Tester II at dslreports.com. Visited the site just to give it a try.

It doesn't say what the "2+ stall" is but symptoms are too large RWIN, which I reduced. The stall is still there.
