@home is Unfair in the way they Cap

I think that it is unfair the way @home caps making it so that Some people are Capped but others Just a few Houses down are not. I am not saying @home should not Cap, but if they do Cap an area Cap every one in the are and not just some people. I have @home and I am not Capped I have speeds of about 4100/1100 Bits all the Time. I would like to know what is the average speed of people on @home who are Capped and uncapped so I can see if the D/L is also effected.

well here where i leave everyone who uses adelphia is capped at 1.5MB/128k. I usually get aywhere from 150k-700kBps on downloading and uploading i average only about 60k if i'm lucky. I love my download speed for napster and stuff but my upload speed sucks. i hope they raise the cap soon for my $40/month.
