I've heard some bad things about pacbell. If your not under a contract you should find a different DSL provider, or look into cable modems. To read other ppl's reviews about pacbell and other providers go to dslreports.com (http://www.dslreports.com)

Used to have PacBell DSL. Had them for 14 months and had about 3 months of down time total. It was not fun. The speads where great when I had net access, though. Cancelled when cable became available.

You will never get through to them and if you do, you won't be talking to anyone of use. Cancel and go w/cable or wireless broadband.
