My download has been capped.
It has been capped at around 1.2 mbit/second.
I have 128 kbit/sec upload and 1.2 mbit/sec download cap.
Thats the end of this story.

Anybody else in the area, please post with your comments on the current speed issue.
Please, only users in that geographical area post replies. I want to gather information on this local issue.
Currently I'm interested in hearing only from my neighbors. Not from people who are not yet affected by this new issue.
