I can ping one of my friends on cable that lives about 15min from me at 10ms, but if I ping my cable company (cgocable) I get like 60-80ms. Hows this?

are you pinging the company's website or what? Because you might only be a few hops from your friend while you might have to go through several hubs and such to get to your cable company's website.
I'm pinging my dns sever (205.151.69.200)

Is your friend on the same cable service as you?
Do me a favor, do a tracert to your friend and to your DNS server and post the results here.
It does three hopes for my dns and two for my friend, and yes he is on the same cable service as me.

jsbush, the DNS server is being used by many while your friend's PC isn't, barring any servers that he may be running. Thus, one can expect DNS pings to be higher.
