Which is better? i am thinking about getting one of them, can't figure out which.

i live in NYC, Time Warner is my cable company.
I believe Road Runner is used in NYC.

called and they lept telling me diff. dates. first time i called was late december. second time i called was february, 3rd was summer 2001, 4th was january, and 5th was spring 2001 which one is it! i keepcalling and keep getting diff. dates.
RR is much more secure than @Home when it comes to IP theft. RR assigns its IPs by NIC MAC. @Home assigns them by easily accessible and unsexy host names (c12345-a).
Anyone on @Home can steal anothers IP by stealing their host name.
How do you mean steal?? I am on @home. Is this something i should worrie about?? If they do steal my ip, what can they do with it?? If i am allready logged in (modem allways on) I did not think the internet allowed 2 of the same ips on at same time. Hrm, Really wanting to know more about this one.

P.S. I am not wanting to know how to do it just how to protect myself against it, or if i even need to worrie about it.

Not quite. The only way this is possible is the person doing the ip stealing would actually have to have a modem on the same interface card in the router as the computer he's lifting the ip from. This limits it down to about 4 or so nodes, which, geographically speaking, is a small area.
