Please explain to me what RASPPPoE is?

Someone's custom implementation of PPPoE (Point to Point Protocol Over Ethernet).

[dannjr]

It's used to make a connection to the internet. Like you would through Dialup networking.
Mostly through xDSL.
PPPoE or point to point protocol.
