PacBell ENternet Sucks, Freezes

Pacbell Enternet sucks. it always freezes up on me when i disconnect, so i have to ctl alt del it to get out of the program. and it losed my connections after inactivity. I tried that RASPPOE link, but it doesn't work. what is WinPOet?
