I have BellAtlantic dsl. I am supposed to have a dynamic IP. When I checked my ip address last night it was 138.** etc.
I turned my pc off, shut down the external modem and logged back on. The ip address was the same. I did this twice. Same result. When I checked it this morning it was different. I was under the impression that every time I restarted my computer I would receive a different IP. Can someone plz explain this to me? Also why do only the last two digits change of the ip address?

The manner in which dynamic addresses are renewed and change varies greatly from one ISP to another. Mine doesn't change for months at a time.

Addresses are assigned out of a block of addresses assigned to the subnet you are on. Sometimes a subnet is as small as 253 possible addresses, so only the last two digits change.

On the other hand, the last time mine did change it changed from 204.210.252.x to 24.95.40.x. Again, depends upon your ISP.

If you change the mac address of your network card, you will immediately get a new and different IP when you release/renew (using winipcfg/ipconfig)

Changing the mac address (or faking a different mac address) is not recomended, but if you look on some of the spoofing / cracking bbs they will tell you how and where to get the software to do it.

ok then...So how do I change my IP if it is using the same one. Can bell atlantic do it or can I with some sort of setting?

You can't. Bell Atlantic has to do it.
