How To Increase the Download Speed (Transfer rate)

Hello To All Experts Of Computers.

I am New here and i am From India.

Well, coming to point ,i am having cable net , the speed is 64kbps

Now When i download from net (games or software etc) the transfer rate which i get is only 6 to 10kbps. which is very low . I asked my ISP but he said we give that much speed only for downloading

How to increase that speed, is there any software , due to which i can download with high transfer rate...

Mine computer is Pentium-4 and Win Xp for referrence :)
