i'm going from 1.5 Mb DSL (well the average speed was 1.2 but still it was pretty good) to 3Mb or close to that in a week or so, and i was just wondering, am i going to see a big difference in terms of surfing, downloading ect?

If you're close enough to the CO to actually realize most of that gain....you'll see it mostly in downloading speeds.

yeah I agree the difference will be there just mostly seen as you do downloads like for large software files...you may see a little during normal surfing and perhaps more in ping's and lack of latency during game plays.

3Mb is twice the upload capacity of a T1. For several sites you won't see much of a difference in download speeds. For some you certainly will. If it's through the same provider then you probably won't see any change in latency, which is a huge factor in user-perceived performance.
