In win98(9x) from the start button to the run command type "regedit" follow this string below..
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VxD\MSTCP
You will see the string name in the last key(folder) for the PMTUDiscovery if its off it will have a 0 as the number to turn it on change that to a 1
