DSL problems

I currently installed windows xp serivce packs 2. Everything was working ok and great until I went to download something. My normal download speed is around 40-80kps but after I installed the pack I now am at 15 for my high and 4 for my low. I did a dslreports and I tested below 33.6 modem! I have tried system restore, uninstalling my nic card, unpluging and replugging my cables, restarting both my computer modem and router and as well the tweak patches and didnt help at all. Nothing has worked yet. Could someone help me out? What do I do?

Go to system restore, try a date before the winXP S2 install, giving people a lot of problems, wait untill Microsoft fixs all the bugs. It has given me problems with my MSN Premium and my firewall, also check to see if the automatic Explorer firewall is turned off, it is set to automatically be on with the new update
