Help! Cable slow!

Hey, I'm using Charters Cable modem service. I recently reformated my computer and I've noticed that I'm surfing, downloading, and uploading at very slow speeds. I average about 5 kb/s on downloads. I also took a Trace Route test. The 90% of the graphs are red and theres a lot of packet loss. Could anyone give me some advice on how to fix this?

More information. I just ran a "autofix" or something like that. It helped a bit. Heres a test I took.

Communications 364.8 kilobits per second
Storage 44.5 kilobytes per second
1MB file download 23 seconds
Subjective rating Not bad
