What's the best cable/dsl?-price?

I have a cable from the company RCN. When i first got it, it was exellent. In games, 20 - 40 pings ect..
Now I get 100+, it's always reseting, disconnecting - I have to shutdown and pull its plug.
Highests dl's are 120 when I'm supposed to get 1.5mb+.
So I ask what is the best Cable/DSL?
And its price, I'm willing to pay
$60 - less.

I know you can get a garuenteed speed(or so they told me) to the net from SprintIon (http://sprintion.com) and there 1.5Mbs service is 44 bucks a month. hope that helps ya.

Sprint may guarantee a sync rate, but they won't guarantee internet performance. No ISP will.
