FTP -Duplicate name exists on network

I recently changed providers and therefore had to change my TCP/IP addresses. I got all of the addresses changed in my DNS and exchange and web servers. When I try to start my FTP site in ISM I get "A duplicate name exists on the network" Nothing has changed except for the TCP/IP address?!!
Can somebody give me a clue?

I rebooted both the PDC(which included the IIS server) and BDC and it still gives the error when I try and start the ftp server in ISM

Did you check your reverse lookup zones. What are the event errors, if any? BTW what is ISM?
