ADSL 256kbps D.load speed Tweak

Im useing an ADSL 256kbps,and i know it could do more than 26KB/s,,couse when ever theres a problem with the ISP i get like 70KB/s,,the ISP is ****ty !! its called batelco,,and it the only ISP in the country,,so it could do wt ever it wants !! im asking for a tweak that will make me get more than the 26KB,,

If you are seeing that 70kbs on a ftp speedtest that is buffer windows has that isn't actual speed.

No !! that cant be !! i was useing DC++ and i got 70kb and i was starting a 200mb file and it finished in couple minutes !!

With dc you could recive the file as fast as a person is sending it. The guy who is sending the file had a higher upstream cap.

so i cant get that speed with anything else !!?? and im sure its not that !! couse even if i try d.loading from the same guy taht i got 70 when therez no problem i never get that !! im tellin u,,i just get that speed when there is a problem with the ISP
