Prioritizing empty TCP ACKs (Experts Needed)

Hi all
I did a search for my question and couldnt find one. Here is my question. As you know if your upload is maxed out, Your download speeds goes down to a crawl. Is there a setting in Windows to Prioritizing empty TCP ACKs. Here is an article where in BSD you can do it. http://www.benzedrine.cx/ackpri.html

I was wondering if anyone was able to do some kind of registry setting to accomplish this. let me know thanks.

there is programs you could use to slow the upload down but no registry settings it's just the way tcpip is designed
