Change frames in animated gif?

I'm using Fireworks and following a tutorial trying to make a simple animated gif.

GEtting there, but the animation is in the wrong order:D

How can I modify the order the frames are played, either in Fireworks or Photoshop.

According to the help files you just drag them to a new location in the frames toolbar but that doesn't seem to change anything.
