Services and Controller App.

Why does this try to connect when I start my computer ? I read a couple messages about it but am more confused than I was before. One forum message said that Services and Controller App was necessary to access the internet. When my firewall ( Sygate ) asks if I want to let it connect I always say no and have no problem surfing the internet. So what is it, what does it do, who is it, and why is it always trying to connect to my computer ?
