Great Download Speed NO UPLOAD

I apologize now because the answer is probably posted, but I have a cable modem with 2gb download speed which is faster than my Dell, 120gb hard drive 1 gb ram can use anyway. I can not get the UPLOAD speed to move any faster. I have tried all the TWEAKS, PCPITstop clean cache cookies BLAH BLAH BLAH.. I can upload the same FILE that takes 1 minute to download and it take 16 minutes to complete? ANY IDEAS
